ROLES AND RESPONSIBILITIES OF EACH DIVISION

A. Power System Operation Division (PSOD)

The Power System Operation Division is one of the divisions of the BPSO responsible for operating Bhutan Power System network as per the requirement of the grid code 2008.

PSOD consists of two divisions:

  1. System Operator
  2. System Analyst

While system operators perform work in 24 hours shift duty supervising the power system pertaining to

  1. Scheduling and dispatching
  2. Transmission outage coordination
  3. Monitoring import and export of electricity
  4. Prepare forecasting etc,:

System analyst work on regular office timing doing all the study analysis.

B. Power System Planning Division(PSPD)

This division of Bhutan Power System Operator (BPSO) is responsible for the design and operation of the technical infrastructure of BPSO. It is established with the mission to make accurate data available at all of time at the control centre and it is the mandate of the department to ensure smooth and reliable operation of the entire BPSO system.

PSPD comprises of three units:

  1. Core System Engineering Unit(CSEU)
  2. SCADA & Telemetry Division(S&TU)
  3. Communication Unit(CU)

These three units operate in synergy to provide maximum availability of network and efficient functioning of the system operation. It is the collective responsibility of all three units to make correct data available for Power System Operations Division (PSOD) at all instance of time.

Core System Engineering Division (CSEU)

The CSEU is responsible for designing, modifying and on-lining database and display of the system server. CSEU is also responsible for operation and maintenance of all the servers and other equipment at the control centre. 

SCADA and Telemetry Division (S&TU)

S&TU looks after site works, specifically RTU-related works at the substations and the plants. They are responsible for operation and maintenance of the RTUs and the accessories associated with RTU, and the for implementation and adaptation of RTUs or any other advance Intelligent Electronic Devices (IEDs)

Communication Unit (CU)

Communication unit provides maximum of the communication network. The CU monitors and maintains the network remotely and from the site as and when required.
